Assistant Engineer
Description of Work
Under the supervision of the Coordinating Engineer, performs a variety of work associated with surveying, drafting, designing, and construction of utility installations including the electrical production and distribution systems, communication and street lighting systems, gas distribution systems, water and sanitary sewer distribution systems, storms sewers, asphalt and concrete street projects, and other public works projects and programs.
Qualifications
Any combination of training and experience equivalent to graduation from high school supplemented by two years of related technical or college training in Computer-Aided-Design (CAD), engineering technology, civil engineering or a closely related field.; Two years related experience preferred. Experience related to utilities and public works projects also preferred. Must possess valid State driver's license.
Essential Function of the Job
• Plans, designs, and makes recommendations to management for the city electric, gas, water, sewer, street light, asphalt and concrete roadway and storm sewer system improvements, major highway and street projects, extensions, and expansions. Works with contractors, new area developers and new customers for sizing of utility lines and services. Researches records, maps and other data to obtain typical engineering data such as location of sewer mains, sewer stubs, electric lines, gas lines, water mains, hydrants, storm sewers, etc.
• Makes final sketch of proposed drawing, checking dimensions, materials to be used, relation of one part to another, and relation of various parts to whole structure or project; making any adjustments or changes necessary or desired. Prepares finished designs from sketches; using computer assisted drafting (CAD) equipment and software. Drafts detailed dimensional drawings, diagrams, illustrations, etc. Prepares and drafts as-built plans for design drawings and distribution maps, utility studies and reports.
• Surveys project sites using survey grade GPS rover equipment to obtain and analyze topographical details of sites, and right-of-way. Performs complex data conversions of field gathered information to be used in design drawings. Drafts and calculates field notes to document quantities, alignment, grade and locations according to engineering standards. Collects traffic data for use in traffic studies.
• Construction Management activities include inspecting work of outside contractors to insure that materials and quality of work conforms to design specifications; develops a log book which documents construction progress and issues; documents field changes on design drawings; coordinates and schedules outages with contractors and customers; takes soil compaction tests and other testing as necessary. Stakes project before work begins using GPS and ROW pins. Assists in coordination of work performed by multiple City Departments on the same project.
• Administrative duties include assisting with preparing budget estimates for 1 to 6 years, development of construction specifications, the maintenance of engineering and infrastructure records including distribution maps, data bases and comprehensive plans, writing utility easements, review of engineering standards, preparing railroad, city, county and Power Review Board permits and applications, NDEE and DHHS construction permits for water and sewer projects, review construction bids, and calculating quantity of materials for preparation of work orders detailing labor and equipment.
• Interaction with the public including answering questions on work completed, City policies, and dealing with angry and irate customers. Responding to inquiries from contractors, developers, property owners, staff, and the general public. Professional interaction with salesman and vendors including coordination of services and acquiring information and pricing for materials and equipment.

Required Knowledge and Abilities
• Knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.
• Knowledge of design principles, estimating and drafting of the various utilities and public works systems; of layout, design and drafting techniques.
• General knowledge of construction trade activities, ability to read and interpret blueprints, drawings, etc.
• Some knowledge of National Electric and National Electric Safety Codes; general knowledge of construction trade activities.
• Ability to operate department vehicles and equipment.
• Considerable skill in arriving at cost estimates on complex projects; some skill in operating the listed tools and equipment; some skill in surveying, and flagging; ability to prepare, organize and maintain engineering field and office data, reports and systems; ability to write material specifications, ability to effectively communicate complex technical information, orally & in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials & the general public.
• Ability to supervise contractors.
• Ability to think independently and use logic along with all of the known facts to render appropriate decisions.
