Summary

The Solid Waste Division (SWD) of King County Department of Natural Resources and Parks (DNRP) is inviting applications for a Capital Project Manager II (CPM II). This is a Career Service position in the division's Project Management Office. The primary responsibility of the CPM II is to successfully plan, implement, monitor, and control SWD projects by applying Project Management Institute (PMI) methodologies, and SWD protocols. This position will be responsible for effectively managing and completing various small to medium size SWD projects such as facility improvement, information technology, and operational capabilities enhancement projects.
 
The person in this position works generally under supervision by senior staff. This position utilizes knowledge in project management, contract administration, schedule and budget development, monitoring, and control.

Work Schedule: This position works a 40 hour work week, Monday through Friday with some evening and weekend work as required. This position is exempt from the Fair Labor Standards Act provisions and is not overtime-eligible.

Work Location:
This position will work remotely. There will be an expectation to travel to various worksites throughout King County as needed for your work. 

Project Management Office (PMO) Profile: SWD’s Project Management Office (PMO) is responsible for planning, implementing, and managing capital improvement and other complex SWD projects.  This section provides project management services such as development and application of project management methodologies, training, project control, performance monitoring, and reporting.  PMO staff also provide supportive project management functions for projects that are managed by other sections within the SWD.
 
Examples of Job Duties: 
Manage projects by developing and implementing:

  • Project management plan, scope management plan, project scope statement, Work Breakdown Structures (WBS), Scope baseline, scope change documentation, variance analysis, and work performance report
  • Project cost monitoring and project schedule tracking
  • Project risk management plan, risk register, risk breakdown structures, risk review monitoring
  • Procurement management plan, procurement statement of work, procurement documents, contract change documentation, payment review documentation, updated records management system, and closed procurement documentations
 Serve as a Project Manager for assigned projects from initiation to closing by:
  • Organizing and managing project work and resources
  • Managing consultants by monitoring their performance and holding them accountable
  • Identifying project stakeholders and keeping them engaged and informed at the appropriate levels
  • Identifying and appropriately responding to project risks
  • Validating scope, schedule, budget, and project deliverables
  • Closing projects and contracts by following established protocols.
 Monitor and control projects by performing the following activities:
  • Track project performance by applying SWDs Project Information System Management (KCPRISM)
  • Update database by coordinating with project managers, supervisors, consultants, and other key stakeholders
  • Prepare project performance reports to comply with various King County reporting requirements
  • Perform other tasks as assigned by the supervisor.
 
An Ideal Candidate Will Have: 
  • Bachelor's degree in project management, civil engineering, business administration, construction management, or closely related field from an accredited university or educational institution and  minimum of one year of project management work experience with public works projects performing scope management, cost estimating, project scheduling, communications management, and contract administration or any combination of education and experience that clearly demonstrates the ability and skill to perform the scope of job duties of the position
  • Work experience  demonstrating collaborative communication and interpersonal skills to serve as an effective team member on project teams
  • Demonstrated ability to perform project management and project control tasks successfully with minimal supervision
  • Demonstrated ability to effectively present proposals, progress reports and recommendations to teams in verbal and in written form
  • Demonstrated experience in successfully working with multi-disciplinary project teams, stakeholders and individuals with diverse cultures, professional background, and socio-economic backgrounds
  • Demonstrated ability to work on multiple projects simultaneously and produce high-quality deliverables in a timely manner.
  • Track record in responding to frequently changing work responsibilities to meet organizational requirements
  • Working level of computer skills, including Microsoft Office suite (Word, Excel, Project, and PowerPoint); project management tracking software, and construction management tracking software.
  • Conflict management skills
  • Excellent Organizing, Planning and Process Management skills
 
Highly Competent Candidates Will Also Have:
  • The Project Management Professional (PMP) certification with PMI or equivalent
  • At least two years of project management and project control expertise applying PMI's global standards for public works projects and programs.
