The United States Army Cold Regions Test Center (CRTC) is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority. The chosen candidate will serve as a Security Specialist 0080 supporting CRTC at locations throughout Alaska, with primary daily duty location being Fort Greely. A selection will be made soon after the closing date. Selection of this position will be made at the GS-09, GS-11, or GS-12 grade level. An applicant hired at the GS-09 or GS-11 grade level will be in training and under closer supervision until they reach full performance level of this position at the GS-12 level.

Salary: $59,165 (GS-09 step one equivalent) – 111,543 (GS-12 Step 10 equivalent) per annum (includes locality pay)
Telework: This position is not telework eligible.
Moving Expenses: No moving expenses will be paid by the government.
Duties: Serves as a Cold Region Test Center Security Specialist. As such, functions as the principle advisor and final authority on all Center security matters and is responsible for the implementation of Center security programs relative to physical security/crime prevention, operations security, anti-terrorism, personnel security, information security, communications security, law enforcement, and security education and training. Responsible for all Center ammunition and explosives storage, transport, shipping, receiving, and issue.
As a Security Specialist, you will:
- Direct and/or plan, develop, coordinate, and implement CRTC operations security, anti-terrorism, communications security, security education & training programs and related program guidance.
- Serve as a source of authoritative information and assistance to the Commander and all levels of management, advising on security guidelines and appropriate protective measures relative to specific one-of-a kind situations, functions, or requirements.
- Coordinate, interpret, and review directives issued by higher authority and ensure uniformity in policies throughout the various programs. Revise plans, policies, and procedures, as required, for overall consistency with security regulations, concepts, principles, and practices.
- Review and respond to inspection reports
- Develop and present security briefings or training relative to established procedures.
- Requisition ammunition items required to support on-going test requirements; receive, catalog when necessary, and direct storage of all ammunition items.
- Issue ammunition for test operations.
- Plan and conduct ammunition and explosives inventories, maintaining records to assure complete accountability of ammunition items and reviews inventory adjustment reports for accuracy and completeness. Directs or takes action to resolve discrepancies.
- Develop, coordinate, and maintain local regulations and procedures.
- Coordinate ammunition supply program with customers and suppliers. Provide advice and assistance to test program managers on ammunition supply issues to ensure the most effective support possible.
- Maintain close liaison with headquarters, depot, and vendor representatives to ensure release of critical items required to support test projects and resolve other operating problems.
- Transport and Handle of Hazardous Material: Perform vehicle inspections using DD Form 626 as required for ammunition/explosive-laden transport vehicles; provide the shipping documentation to the drivers i.e. GBL, DD Form 836 etc.
- Assist with ammunition handling operations to include packaging, forklift operations (10,000 lbs. Max), and transporting ammunition and explosives throughout the installation and on public roads both short and long hauls.
- Review and evaluate background investigation reports to determine security eligibility of individuals for access to sensitive information, material, resources, or work areas. Determine adequacy and completeness of investigation as it relates to the requirement at hand, evaluate any derogatory information, and recommend/decide whether security clearances should be granted, suspended, revoked, or denied.
- Review incoming sensitive documents and determine who should review them based on content and need to know.
- Indoctrinate new employees and debrief those leaving sensitive positions.
- Brief travelers to foreign areas.
- Determine compliance with information security regulations.
- Direct investigations of actual or suspected compromises. In collaboration with the CRTC ISSO, suspend ADP operations completely or partially upon detection of actions jeopardizing security.
- Oversee the development of procedures associated with hardware and software security, local directives, policies and plans, to implement information security, including continuity of operations plan.
- Evaluate the effectiveness of existing physical security/crime prevention practices; recommend the type of control requirements, procedures, and facilities needed; assure organization personnel are adhering to established policy and practices; and recommend appropriate action to correct deficiencies.
- Plan, organize, and coordinate the performance of guard/patrol operations to afford optimum protection and security of Center buildings and property and personnel.
- Maintain liaison with local and federal law enforcement agencies, as well as intelligence offices of all military departments in such matters as security requirements for off-base functions, investigative jurisdiction/reports, etc.

Conditions of Employment:
This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership. Subsequent SPeD certifications required for this position include:
Incumbent is required to have a Class C CDL with airbrakes and hazardous materials endorsement, certified under AR 350-4 as an ammunition handler and remain current with the Hazardous Transportation Course Certificate.
Incumbent must be able to obtain and maintain a Secret or Top Secret security clearance.
This position is designated as "Drug Testing Required". Incumbent is subject to random urinalysis testing IAW DA guidelines. Incumbent must complete DA 5019.
This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. The incumbent is subject to removal from the position if convicted of a felony(ies) IAW
Section 639 of P.L. 106-554 effective January 20,2001.
Must be able to lift up to 50 pounds.
Must be able to acquire and maintain a Fork Lift Certification.
Requires a pre-employment physical.
Must be able to work for extended periods in extreme weather (cold, tropic, and desert environments with temperatures ranging from -70°F to 140°F) which includes high winds, high humidity, torrential rain, fog, snow, ice, blizzard conditions, and dust/sand storms.
Temporary Duty Travel (TDY) may be required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service. (GS-07).
