ASSISTANT FISCAL OFFICER W/ FOCUS ON BENEFITS AND PERSONNEL ADMINISTRATION

Responsibilities:
With limited administrative direction and a minimum of supervision, the Assistant Fiscal Officer shall be capable of administering benefits and personnel tasks including but not limited to:
- Securing quotes for and administering employee benefits (health, dental, life, short term and long term disability)
- Performing the calculations to determine the minimum municipal obligation (MMO) and other tasks related to pension administration
- Completing the memos for annual and promotional salary adjustments and update personnel files
- Generating COBRA notices to eligible employees and family members
- Reporting and tracking Workers Compensation eligible incidents
- Under the direction of management:
- Coordinating with Polaris Financial for the Act 457/Deferred Compensation program including enrollment and training
- Advertising positions, receiving resumes, scheduling interviews, and conducting onboarding of new employees
- Completing the paperwork when an employee is terminated, resigns or retires o Completing EEO hiring reports and submitting them to the internal EEO officer for annual reporting.
- Issuing 1095s
- Documenting FMLA eligibility and tracking FMLA time
Other duties may include assisting with accounts payable, accounts receivable, timesheets, payroll, and filing taxes. In addition to these responsibilities, the Assistant Fiscal Officer performs other duties as assigned.
The Assistant Fiscal Officer reports to the Fiscal Officer.
Qualifications: High school diploma plus four years of accounting and/or benefits and personnel administration experience. Computer literacy is required with proficiency in Microsoft Excel. Accuracy, timeliness, unquestioned honesty, and public accountability are essential characteristics required for this position. Experience with contracts, Abila MIP Fund Accounting and GASB/government auditing is a plus.
